Vessel Safety Grants

This program was first funded in 2002 and reimburses qualifying Commercial Fishermen for Safety Equipment that they purchase throughout the calendar year.

ELIGIBILITY
This Grant is for vessels that the State of California, Department of Fish & Game has issued a valid Commercial Fishing Boat Registration and whose Owner or Operator holds a current Commercial Fishing License and which within the current calendar year has been used for commercial fishing activities. Such use shall be evidenced by proof that the vessel has grossed a minimum of five thousand dollars ($5,000.00) or has fished ninety (90) days in the preceding calendar year to this application or the current calendar year. Gross earning of fish sales shall be evidenced by State of California Department of Fish & Game Landing Receipts or by the Landing Receipts of other West Coast States. Proof of ninety days fishing shall be provided as defined in Resolution 90-85 of the Morro Bay City Council. Vessel Property Tax must be paid in San Luis Obispo County.

GRANT POLICIES
1. The maximum grant amount FOR ITEMS OTHER THAN LIFE RAFT RE-PACKING is one thousand five hundred dollars ($1,500.00).
2. The maximum grant amount FOR LIFE RAFT RE-PACKING is one thousand two hundred dollars ($1,200.00).
3. When an authorized service agent declares a life raft unserviceable, the committee will grant up to a maximum of three thousand five hundred dollars ($3,500.00) for REPLACEMENT OF THE RAFT, with the receipt of the Certificate of Failure, and a Receipt of Purchase, by the vessel owner.
4. The qualifying expenditures to be reimbursed shall be made in calendar year 2007.
5. The deadline for submission of grant requests is 31 December 2007.
6. As a condition of receiving a grant the vessel Owner agrees to allow inspection of the safety equipment to be reimbursed.
7. Invoices and receipts exceeding one thousand five hundred dollars ($1,500.00), EXCEPT FOR LIFE RAFT RE-PACKING and LIFE RAFT REPLACEMENT may be resubmitted in subsequent years until the item is paid off (if the CCJCFLC continues the Safety Grant Program).
8. The committee reserves the right to reject any grant request.

1. EPIRB purchase *, battery replacement and maintenance.
2. Fire Suppression Equipment.
3. Life Raft purchase. *
4. Life Raft repacking. **
5. Life Raft replacement. * ***
6. Flares and Smoke Signal Devices.
7. D.S.C. VHF Marine Radios (and antennae), HF Band Radios (and antennae), and F.C.C. License fees.
8. Personal Flotation Devises, Survival Suits, Life Rings.
9. Bilge Alarms, Watch Alarms, Smoke and Carbon Monoxide Alarms, Man Overboard Alarms.
10. Bilge Pumps.
11. RADAR purchase and repair.
12. Navigation Lights.
* Serial number documentation required.
**One Life Raft re-pack not to exceed one thousand two hundred dollars ($1,200.00) per applicant.
***One Life Raft replacement not to exceed three thousand five hundred dollars per applicant.

PROCEDURES
You may purchase the listed safety gear anytime during the 2007 calendar year. You must submit your grant application and receipts of purchase by 31 December 2007.
To apply for a Safety Grant fill out the attached form and include the following:
1. Photocopy of vessels California Commercial Fishing Boat Registration
2. Photocopy of vessel Owner or Operators Commercial Fishing License
3. Photocopy of Fish & Game Landing Receipts
4. Photocopy of San Luis Obispo County Vessel Property Tax Bill
5. Photocopy or original receipt for equipment purchased
